Send me a Monday repo health report

Every Monday morning, review my GitHub repo [owner/repo] and send me a hygiene report. Cover: open PRs with no activity for more than [number, e.g. 5] days and who is blocking them (author or reviewer), issues opened in the last week that nobody has responded to, PRs with failing or stuck CI checks, and anything labeled [priority label] that has not moved. Read enough of each item to summarize it accurately in one line — titles alone are often misleading. Format: three sections — Needs a decision, Waiting on someone (say who), and Going stale. Each item gets a link, a one-line summary, and days idle. Cap it at the ten items most worth my attention, ranked, so this stays a two-minute read.
